In order to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, vigorously promote the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, according to the "Key Projects of Housing and Urban-Rural Construction in the Province "Focus on 'Double Carbon' Goals and Focus on New Construction" Innovation and Excellence Labor Competition Implementation Plan According to the requirements of the "Notice", the relevant matters concerning the recommendation of advanced models of labor competition are hereby notified as follows:

1. Recommended scope and quantity

(1) The scope of recommendation should be all participating units (construction units) who organize or participate in the innovation and excellence labor competition (hereinafter referred to as "labor competition") of the province's key housing and urban-rural construction project "Focus on 'Double Carbon' Goals and Focus on New Construction" , survey units, design units, construction units, supervision units), teams, industry authorities at all levels and cadres and workers.

(2) It is proposed to set up 150 advanced competition collectives, 150 excellent project departments (teams), 150 advanced individuals, and 50 outstanding organization awards.

2. Recommended requirements and instructions

(1) Advanced Collective

1. The promotion measures include deployment, inspection, evaluation, and summary, and actively organize and carry out labor competitions in accordance with the requirements of "six to one innovation", and the results of the competition are obvious.

2. The unit has a strong atmosphere of innovation, is good at stimulating the innovation vitality of employees, and uses system innovation, technological innovation, and management innovation to promote enterprise development. The participating projects have rich innovation results and considerable economic benefits. Actively adopt green, low-carbon and environmental protection and other new technologies, new processes, intelligent and information management methods, and strive to create high-quality and high-quality projects.

3. Vigorously cultivate and select outstanding employee models, actively build harmonious labor relations, protect the rights and interests of employees according to law, and there is no phenomenon of wage arrears for migrant workers.

4. Strictly implement the relevant national laws, regulations and technical specifications, and complete various procedures for project construction. Strictly implement the safety production system, no quality and safety accidents have occurred in the projects undertaken, and no new crown epidemics have occurred.

(2) Excellent project department (team)

1. The competition organization of the project department (team) is sound, the competition plan, assessment methods and specific promotion measures are practical and effective, and the labor competition is actively organized and carried out in accordance with the requirements of the "six to one innovation" activity, with remarkable results.

2. The project department (team) management system is compliant, and the quality, safety, progress and other assurance systems are sound and operating normally. The post setting is complete, the responsibilities are clear, and the construction goals are better completed, which is affirmed and praised.

3. Standardize labor and employment, safeguard the legitimate rights and interests of migrant workers in accordance with the law, no safety production accidents, no major pollution incidents, and no new crown epidemics.

(3) Advanced individual

1. Have an excellent character. A model abides by national laws and regulations, has good professional ethics, takes the lead in promoting and practicing the spirit of model workers, labor spirit, and craftsman spirit, loves and works hard, strives for excellence, has the courage to innovate, and is willing to contribute.

2. Master superb skills. He is good at innovation and creation, and has made important achievements in process improvement, technological innovation, quality research, invention and creation, etc., and has achieved excellent results in various technical competitions, skill competitions and other activities.

3. Outstanding personal contribution. Played an important role in the competition, solved key technical and technological problems in production practice, led the team to achieve excellent results, and played a strong role in demonstration.

(4) Outstanding Organization Award

1. Actively organize and carry out various forms of labor competitions and vocational skills competitions, pay attention to strengthening team building, and play an important leading and organizational role in the competition organization.

2. The competition organization measures are strong, the forms are rich, the methods are appropriate, and the participation of employees is high. Pay attention to the innovation of competition work, and the economic and social benefits of competition activities are remarkable.

3. Vigorously promote the spirit of model workers, labor spirit, and craftsman spirit, pay attention to summarizing and promoting advanced experience, excavate and select advanced models, and have a good demonstration effect.

(5) Others

Projects, units and individuals involved in quality accidents, safety accidents, wage arrears to migrant workers, and failure to complete construction tasks on time will not be recommended for declaration. According to the relevant provisions of the Provincial Credit Management Regulations, no recommendation rewards will be given to companies with information about dishonest executors.

3. Recommended selection process

The applicant voluntarily declares according to the declaration conditions, carefully prepares the materials and submits them to the Housing and Urban-Rural Development Bureau of each city for review. The housing and urban-rural development bureaus of each city will report to the provincial labor emulation committee after selecting and sorting the best candidates. At that time, the Provincial Department of Housing and Urban-Rural Development, the Provincial Party Committee and Provincial Organs Work Committee, and the Provincial Federation of Trade Unions will report the results and recommend the "May 1st Labor Medal of Shandong Province", "May 1st Labor Award of Shandong Province" and "Pioneer of Workers of Shandong Province" wait.

4. Other requirements

(1) All relevant units must set strict standards, adhere to the principle of selecting the best from the best, and selecting the best from the best, carry out competition evaluation and summary in accordance with the prescribed procedures and standards, and carry out tree selection with high standards and high quality. It is necessary to strengthen the publicity and reporting of advanced models through various media to create a strong atmosphere of participation.

(2) All reporting units are requested to fill in the relevant declaration forms carefully and report to the housing and urban-rural development bureaus of each city. The housing and urban-rural development bureaus of each city will mail the declaration forms (in triplicate) with the official seal to the provincial housing department before November 30, 2022. The Department of Urban and Rural Development will also send the electronic version of the declaration form to the mailbox: houyangzhi＠jn.shandong.cn.
