各市住房城乡建设局，各有关单位：
为大力弘扬工匠精神，培养知识型、技能型、创新型建筑产业工人队伍，提升我省钢结构建造水平，促进新型建筑工业化全产业链发展，根据《关于组织开展2022年山东省“技能兴鲁”职业技能大赛的通知》（鲁人社字〔2022〕51号），决定组织举办2022年山东省“技能兴鲁”职业技能大赛——钢结构建造职业技能竞赛。有关事项通知如下。
一、组织机构

济宁市住房和城乡建设局
嘉祥县人民政府
本次竞赛为省级二类技能竞赛，为保证竞赛顺利进行，成立山东省“技能兴鲁”职业技能大赛——钢结构建造职业技能竞赛组织委员会（以下简称“组委会”），对竞赛活动进行统一组织、协调和监督。组委会组成如下：

二、竞赛项目
本次竞赛包含钢结构建造理论知识和钢结构焊接实际操作2个竞赛项目，其中理论知识考核占总成绩的30%，实际操作考核占总成绩的70%。
（一）钢结构建造理论知识竞赛。以闭卷方式采用计算机无纸化考试系统进行，竞赛时间为60分钟。理论考试涵盖智能建造、装配式建造、焊接材料、焊接工艺、焊接器械等方面的知识（考试题库由承办单位另行公布），系统考验参赛选手的理论基础、实践经验以及两者相互演化所需具备的系统分析能力。
（二）钢结构焊接实操竞赛。包含板材对接焊接和管材对接焊接，主要有平焊、横焊、立焊、仰焊，同时要求单面焊接双面成形。
具体竞赛内容及技术标准见附件1。
三、参赛条件
全省钢构件加工企业、钢结构施工企业职工，参赛人员应满足以下条件：
（一）遵守国家有关法律法规，具有良好的职业道德，爱岗敬业，勇于创新；
（二）从事竞赛相关工种2年以上，且为参赛单位签订正式劳动合同的职工；
（三）具备一定的钢结构建筑行业岗位工作能力，具有较强的综合操作能力；
（四）已获得“中华技能大奖”“全国技术能手”“山东省技术能手”称号的人员，不再以选手身份参赛。
四、竞赛设置
本次竞赛分为基层竞赛、市级选拔赛和省级决赛三个环节。
（一）基层竞赛。由各有关企业在开展业务培训和技能练兵的基础上，自行组织本单位竞赛活动。参与基层竞赛的职工不少于本单位本工种人数的60%。根据基层竞赛结果，择优报名参加市级选拔赛，每单位参赛选手数量由各市确定。
（二）市级选拔赛。市级选拔赛由各市住房城乡建设局牵头组织。市级选拔赛由各市统一命题，应包含钢结构建造理论知识和钢结构焊接实际操作两个竞赛科目，各市参赛选手不少于50人。根据市级选拔赛结果，按照省级决赛分配的参赛名额（见附件2），推荐参赛队伍和参赛选手，每个队伍参赛选手为4人，每市设领队1名。
（三）省级决赛。省级决赛定于2022年9月中下旬进行，具体时间、地点另行通知。
五、奖项设置
（一）个人奖。分为特等奖、一等奖、二等奖和三等奖，根据参赛选手得分确定，奖项数量按比例确定。决赛第1名经省人社厅核准后授予“山东省技术能手”称号；决赛前6名可晋升二级（技师）职业资格或职业技能等级,已具有二级（技师）职业资格或职业技能等级的,可晋升一级（高级技师）职业资格或职业技能等级；其他成绩合格的选手,可晋升为三级（高级）职业资格或职业技能等级。
（二）团体奖。分为一等奖、二等奖和三等奖，根据参赛队伍平均得分确定，奖项数量按比例确定。
（三）优秀组织奖。对组织有力、成绩良好的城市主管部门授予优秀组织奖。
（四）贡献奖。对举办竞赛给予大力支持的部门、单位授予贡献奖。
六、其他事项
（一）各市要高度重视、加强领导，建立装配式建筑主管科（处）室牵头，工程质量安全监管科（处）室等单位深度参与的工作机制。要精心组织、广泛宣传，切实做好本地区基层竞赛和市级选拔赛有关工作，基层竞赛和市级选拔赛应在2022年9月10日前完成。各市确定比赛时间后需将市级比赛的时间和地点报送至省钢结构行业协会，竞赛组委会视情况对市级比赛进行抽查。
（二）省级决赛不收取参赛费，交通食宿费用由参赛选手派出单位承担。请各市于2022年9月10日前将参赛队伍及选手名单报送至省钢结构行业协会。
