关于推荐2022年度全省住房城乡建设系统重点工程“聚焦‘双碳’目标 聚力新型建造”创新创优劳动竞赛先进典型的通知

各市住房城乡建设局，各有关单位：
为深入学习贯彻党的二十大精神,大力弘扬劳模精神、劳动精神、工匠精神，根据《全省住房城乡建设重点工程“聚焦‘双碳’目标 聚力新型建造”创新创优劳动竞赛实施方案的通知》要求，现将推荐劳动竞赛先进典型有关事项通知如下：
一、推荐范围及数量
（一）推荐范围应为组织或参与全省住房城乡建设重点工程“聚焦‘双碳’目标 聚力新型建造”创新创优劳动竞赛（以下简称“劳动竞赛”）的各参建单位（建设单位、勘察单位、设计单位、施工单位、监理单位）、班组、各级行业主管部门及干部职工。
（二）拟设竞赛先进集体150个，优秀项目部(班组)150个，先进个人150名，优秀组织奖50名。
二、推荐要求及说明
（一）先进集体
1.推进措施有部署、有检查、有评比、有总结，按照“六比一创”要求积极组织开展劳动竞赛，且竞赛成效明显。
2.单位创新氛围浓厚，善于激发职工创新活力，用制度创新、科技创新、管理创新手段推动企业发展，参赛项目创新成果丰富，经济效益可观。积极采用绿色低碳环保等新技术、新工艺和智能化、信息化管理手段，全力打造优质工程、精品工程。
3.大力培育和选树优秀职工典型，积极构建和谐劳动关系，依法维护职工权益，无拖欠农民工工资现象。
4.严格执行国家相关法律、法规和技术规范，工程建设各类手续齐全完备。严格落实安全生产制度，所承担的工程项目未发生质量安全事故，无新冠疫情发生。
（二）优秀项目部（班组）
1.项目部（班组）竞赛组织机构健全，竞赛方案、考核办法和具体推进措施切实可行、落实有力，按照“六比一创”活动要求积极组织开展劳动竞赛，成效明显。
2.项目部（班组）管理体系合规，质量、安全、进度等保证体系健全且运转正常。岗位设置齐全，职责明确，较好地完成建设目标，受到肯定和表扬。
3.劳动用工规范，依法维护农民工合法权益,无安全生产事故发生，无重大污染事件发生，无新冠疫情发生。
（三）先进个人
1.具有优秀品格。模范遵守国家法律法规，具有良好的职业道德，带头弘扬和践行劳模精神、劳动精神、工匠精神，爱岗敬业、精益求精、勇于创新、甘于奉献。
2.掌握高超技艺。善于创新创造，在工艺改进、技术革新、质量攻关、发明创造等方面取得重要成果，在各类技术比武、技能大赛等活动中获得优异成绩。
3.个人贡献突出。在竞赛中发挥了重要作用，解决生产实践中的关键技术工艺问题，带领团队取得优异成绩，具有较强的示范带动作用。
（四）优秀组织奖
1.积极组织开展各种形式劳动竞赛、职业技能竞赛，注重加强队伍建设，在竞赛组织中发挥重要领导和组织作用。
2.竞赛组织措施有力，形式丰富，方法得当，职工参与度高。注重竞赛工作创新，竞赛活动经济效益社会效益显著。
3.大力弘扬劳模精神、劳动精神、工匠精神，注重总结推广先进经验，挖掘选树先进典型，有良好的示范效应。
（五）其他
发生质量事故、安全事故、拖欠农民工工资，以及未按时完成工程建设任务涉及的项目、单位及个人不予推荐申报。根据省信用管理条例相关规定，对存在失信执行人信息的企业，不予推荐奖励。
三、推荐评选程序
申报人对照申报条件自愿申报，认真准备材料并报各市住房城乡建设局审查。各市住房城乡建设局择优排序审核后统一上报省劳动竞赛委员会，省劳动竞赛委员会结合日常考评、专项考评、现场抽查和专家评审情况进行综合评审。届时，省住房城乡建设厅、省委省直机关工委、省总工会将通报结果，择优推荐“山东省五一劳动奖章”、“山东省五一劳动奖状”和“山东省工人先锋号”等。
四、其他要求
（一）各有关单位要严格标准，坚持好中选好、优中择优原则，按照规定程序和标准开展竞赛考评总结，高标准、高质量开展选树工作。要通过各类媒体加强对先进典型宣传报道，营造参与的浓厚氛围。
（二）请各申报单位认真填写有关申报表并报各市住房城乡建设局，由各市住房城乡建设局于2022年11月30日前，将加盖公章的申报表（一式三份）邮寄至省住房城乡建设厅，同时将申报表电子版发送至邮箱：houyangzhi＠jn.shandong.cn。
