山东省住房和城乡建设厅关于征集建筑领域全产业链优势企业的通知

各市住房城乡建设局、城管局，济南、青岛、淄博、枣庄、东营、济宁、威海、菏泽市水务（水利）局，济南、青岛市园林和林业（绿化）局，济南市城乡交通运输局：
为加强“好品山东•齐鲁建造”品牌建设，打造建筑领域全产业链条，培育发展本地建筑企业，加快建筑企业走出去步伐，促进全省建筑业高质量发展，决定开展建筑领域全产业链优势企业征集工作，现将有关情况通知如下。
一、征集范围
在山东省内注册登记，主营业务为施工专业承包、绿色建材、构件生产、建筑机械、机电设备、勘察设计、造价咨询、工程监理、质量检测、设备安装、装饰装修、劳务输出等建筑领域企业。
二、征集条件
（一）具有独立法人资格。
（二）具有以下优势之一：
1.在建筑领域细分行业中，市场占有率高、专业配套齐全、技术较为领先；
2.在新型建筑工业化、装配式建筑、智能建造、绿色建筑等转型发展领域实力较强；
3.具备较强的新材料、新技术、新设备研发等能力，如生产的建筑材料为国家重点建设项目供应，机电设备研发具有明显突破等。
（三）企业管理规范、信誉良好、社会责任感强，有较强的市场开拓能力。
（四）近三年未发生较大及以上质量安全事故，未发生拖欠农民工工资，不存在围标串标、转包、违法分包、出借资质、资质挂靠等建筑市场违法违规行为。
（五）在全国建筑市场监管公共服务平台、信用中国（山东）等网站没有不良行为记录、失信联合惩戒记录，未被列入“黑名单”。
三、征集要求和程序
（一）报送材料。请企业填写《建筑领域全产业链优势企业征集表》（附件1）；各市行业主管部门填写《建筑领域全产业链优势企业汇总表》（附件2）。
（二）报送程序。按照自愿原则，由企业向注册地市级行业主管部门提报附件1，市级行业主管部门进行初审后，汇总符合条件企业，并将附件1、附件2一并报送至省住房城乡建设厅。
（三）后续工作。省住房城乡建设厅将进行动态跟踪更新，并通过推荐合作，支持建筑业全产业链优势企业与央企等大型优质建筑企业深化强专联合、强优联合、强强联合，进一步增强企业市场竞争力，强化供应链、延长产业链、打造产业集群。
四、相关要求
（一）各市要高度重视，明确牵头部门和负责人，认真摸排梳理本地优势企业，切实做好企业推荐，从严核实把关材料，确保摸排到位、梳理到位、通知到位、汇总全面。
（二）各有关企业要按照通知要求，积极如实申报，突出自身优势，如发现存在填报虚假信息的，将取消征集资格并记入不良信用信息。
（三）因本次征集企业的信息更加全面详细，请前期参加山东省住房和城乡建设厅城乡建设领域“专精特新”企业征集活动的企业，按照本次征集要求一并填报。
请各市行业主管部门于10月15日前将《建筑领域全产业链优势企业征集表》《建筑领域全产业链优势企业汇总表》电子版及盖章的PDF版发送至邮箱WLZ@shandong.cn。
