First, the qualifications of engineering survey, engineering design, construction enterprises and engineering supervision enterprises issued by the Ministry, the validity period of qualification certificates expiring before December 30, 2023, will be uniformly extended to December 31, 2023. The validity period of the above qualifications will be automatically extended on the national public service platform for construction market supervision, and enterprises do not need to renew their qualification certificates, and the original qualification certificates can still be used for project bidding and tendering and other activities.
Enterprises through the merger, cross-provincial changes in matters to obtain a valid 1-year qualification certificate, does not apply to the provisions of the above paragraph, the enterprise should be 1 year before the expiration of the validity of the qualification certificate, in accordance with the relevant provisions of the application for re-approval.
Local housing and urban-rural construction departments at all levels issued by the engineering survey, engineering design, construction enterprises, engineering supervision of enterprise qualifications, qualification continuation of the relevant policies by the provincial housing and urban-rural construction departments to determine the relevant enterprise qualification certificate information should be promptly reported to the national construction market supervision public service platform.
Second, enterprises with legal personality can directly apply for construction general contracting and specialized contracting secondary qualification. Enterprises submit relevant materials in accordance with the new application or additions, and the enterprise assets and technical person in charge need to meet the requirements of the corresponding category of second-level qualification standards as stipulated in the Qualification Standards for Construction Enterprises (Jianshi 〔2014〕 No. 159), and other indicators need to meet the requirements of the corresponding category of third-level qualification standards.
Enterprises holding the third-level qualification for general construction contracting and specialized contracting can apply for upgrading in accordance with the requirements of the current second-level qualification standard, or directly apply for the second-level qualification in accordance with the above requirements.
