Municipal housing and urban-rural development bureaus, all relevant units:

In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China and vigorously carry forward the spirit of model workers, labor spirit and craftsman spirit, in accordance with the requirements of the "Notice on the Implementation Plan of the Province's Key Housing and Urban-Rural Construction Project "Focus on the 'Double Carbon' Goal and Concentrate on New Construction" Innovation and Excellence Labor Competition", the relevant matters related to the recommended advanced models of labor competitions are hereby notified as follows:

1. Recommended scope and quantity

(1) The scope of recommendation should be all participating units (construction units, survey units, design units, construction units, supervision units), teams, industry departments at all levels, and cadres and employees who organize or participate in the province's key housing and urban-rural construction projects (hereinafter referred to as "labor competitions").

(2) It is planned to set up 150 advanced collectives of the competition, 150 excellent project departments (teams), 150 advanced individuals, and 50 excellent organization awards.

2. Recommended requirements and instructions

(1) Advanced collectives

1. The promotion measures have deployment, inspection, evaluation, and summary, and actively organize and carry out labor competitions in accordance with the requirements of "six to one creation", and the results of the competition are obvious.

2. The unit has a strong innovation atmosphere, is good at stimulating the innovation vitality of employees, and promotes the development of enterprises by means of system innovation, scientific and technological innovation and management innovation, and the participating projects have rich innovation achievements and considerable economic benefits. Actively adopt new technologies, new processes and intelligent and information-based management methods such as green, low-carbon and environmental protection, and make every effort to create high-quality projects and high-quality projects.

3. Vigorously cultivate and select outstanding employee models, actively build harmonious labor relations, protect the rights and interests of employees in accordance with the law, and have no arrears in the wages of migrant workers.

4. Strictly implement relevant national laws, regulations and technical specifications, and complete all kinds of procedures for project construction. Strictly implement the safety production system, no quality and safety accidents have occurred in the engineering projects undertaken, and no new crown epidemic has occurred.

(2) Excellent project department (team)

1. The project department (team) has a sound competition organization structure, the competition plan, assessment methods and specific promotion measures are feasible and effectively implemented, and the labor competition is actively organized and carried out in accordance with the requirements of the "six to one creation" activity, and the results are obvious.

2. The project department (team) management system is compliant, and the quality, safety, progress and other assurance systems are sound and operate normally. The post is set up, the responsibilities are clear, and the construction goals are well completed, which is recognized and praised.

3. Labor employment regulations, protect the legitimate rights and interests of migrant workers in accordance with the law, no safety production accidents, no major pollution incidents, and no new crown epidemics.

(3) Advanced individuals

1. Have excellent character. Model abide by national laws and regulations, have good professional ethics, take the lead in promoting and practicing the spirit of model workers, labor spirit, craftsman spirit, love and dedication, excellence, courage to innovation, and dedication.

2. Master high skills. Good at innovation and creation, in process improvement, technological innovation, quality research, invention and creation and other aspects of important results, in various technical competitions, skill competitions and other activities to achieve excellent results.

3. Outstanding personal contribution. It has played an important role in the competition, solved the key technical and technological problems in production practice, led the team to achieve excellent results, and had a strong demonstration driving effect.

(4) Excellent Organization Award

1. Actively organize and carry out various forms of labor competitions and vocational skills competitions, pay attention to strengthening team building, and play an important leadership and organizational role in the organization of competitions.

2. The competition has strong organizational measures, rich forms, appropriate methods, and high employee participation. Pay attention to the innovation of competition work, and the economic and social benefits of competition activities are remarkable.

3. Vigorously carry forward the spirit of model workers, labor spirit and craftsman spirit, pay attention to summarizing and promoting advanced experience, excavate and select advanced models, and have a good demonstration effect.

(5) Others

Projects, units and individuals involved in the occurrence of quality accidents, safety accidents, arrears of wages to migrant workers, and failure to complete project construction tasks on time shall not be recommended for declaration. In accordance with the relevant provisions of the Provincial Credit Management Regulations, enterprises with information on untrustworthy executors are not to be recommended for rewards.

3. Recommended selection procedures

The declarant voluntarily declares according to the declaration conditions, carefully prepares materials and reports them to the housing and urban-rural development bureaus of each municipality for review. After the review of the merit-based ranking of each municipal housing and urban-rural development bureau, it will be uniformly reported to the Provincial Labor Competition Committee, and the Provincial Labor Competition Committee will conduct a comprehensive review based on daily evaluation, special evaluation, on-site spot check and expert review. At that time, the Provincial Department of Housing and Urban-Rural Development, the Work Committee of the Provincial Party Committee and the Provincial Organs and the Provincial Federation of Trade Unions will report the results and recommend the "Shandong Province May Day Labor Medal", "Shandong Province May Day Labor Award" and "Shandong Province Worker Pioneer" on the basis of merit.

4. Other requirements

(1) All relevant units should strictly enforce standards, adhere to the principle of selecting the best among the good and selecting the best among the best, carry out competition evaluations and summaries in accordance with the prescribed procedures and standards, and carry out tree selection work with high standards and high quality. It is necessary to strengthen publicity and reporting on advanced models through all kinds of media and create a strong atmosphere for participation.

(2) All reporting units are requested to carefully fill in the relevant declaration forms and report them to the municipal housing and urban-rural development bureaus, and the municipal housing and urban-rural development bureaus will mail the declaration form with official seal (in triplicate) to the provincial housing and urban-rural development department before November 30, 2022, and send the electronic version of the declaration form to the mailbox: houyangzhi@jn.shandong.cn.
