各市住房城乡建设局、城管局，济南、青岛、淄博、枣庄、东营、济宁、威海、菏泽市水务（水利）局，济南、青岛市园林和林业（绿化）局，济南市城乡交通运输局，各有关单位：
为贯彻落实《市场监管总局办公厅关于规范地方标准制定和应用促进全国统一大市场建设的通知》（市监标创发〔2023〕108号）的相关要求，规范地方标准制定和应用，做好工程建设地方标准排查清理工作，现将有关事项通知如下：
一、排查范围
我省现行有效的工程建设地方标准，详见附件1。
二、排查内容和程序
（一）自查阶段
1.根据《地方标准评估办法》（附件2）中标准应用评估要求，梳理本单位2019年1月1日至今在行政管理、政策制定、政府采购等政策措施中引用地方标准的情况，排查是否存在影响统一大市场建设和公平竞争的问题，填写《引用地方标准政策措施清单》（附件3），对存在问题提出处理意见。
2.标准第一主编单位根据《地方标准评估办法》（附件2）中标准内容评估要求，排查地方标准是否超出我省自然条件、民族风俗习惯、政府规范管理的范围；是否指定特定品牌、商标、供应商、原产地等；技术要求是否低于强制性国家标准或与国家标准、行业标准不协调等情况，填写《地方标准自查评估汇总表》（附件4）。
涉及强制性条文的，应认真梳理相关强制性条文制定的法律法规依据，填写《强制性地方标准清单》（附件5）；涉及必要专利的，同步填写《涉及必要专利地方标准清单》（附件6）。
（二）省级评估阶段
省住房城乡建设厅根据各单位自查情况，组织专家评审，初步评估排查出涉嫌影响全国统一大市场和公平竞争的地方标准清单。
（三）修订清理阶段
省住房城乡建设主管部门、省标准化行政主管部门将对评估发现的问题形成处理结论，对不合规制定、涉嫌影响全国统一大市场和公平竞争的地方标准，按程序启动修订、废止工作，并推动有关行政主管部门调整或废止不合理引用地方标准的政策措施。
三、相关要求
（一）要高度重视本次标准排查清理工作，依据《中华人民共和国反垄断法》《中华人民共和国标准化法》及《制止滥用行政权力排除、限制竞争行为规定》等相关规定，合理判定引用地方标准后有关政策措施对全国统一大市场和公平竞争的影响，切实促进标准实施应用。
（二）各主编单位要积极组织专业技术人员，认真分析比对标准技术内容，广泛征求相关单位意见，按时完成排查工作。
（三）各单位于2024年1月12日前，将填写的《引用地方标准政策措施清单》《地方标准自查评估汇总表》《强制性地方标准清单》《涉及必要专利地方标准清单》加盖公章后报省工程建设标准造价中心，电子版发送至指定邮箱。
（四）在排查清理过程中如有其他情况，请及时与省工程建设标准造价中心联系。
