关于发布建筑施工安全生产隐患识别图集（高处作业吊篮）的通知

年来，全省深入开展以预防高处坠落为重点的建筑施工安全生产治理和重大事故隐患专项排查整治行动，取得积极成效。为巩固提升专项行动成果，精准有效防风险、除隐患、遏事故，省住房城乡建设厅组织编制了《建筑施工安全生产隐患识别图集（高处作业吊篮）》（以下简称“图集”），现予以发布，供大家参考使用（可在省住房城乡建设厅网站“通知公告”中下载），并就高处作业吊篮安装、使用、拆卸等作业活动提出以下要求，请结合专项整治、隐患排查、教育培训和班前“晨会”等工作实际认真贯彻落实。
一、加强吊篮安装拆卸管理
1.各地可参照建筑起重机械,对高处作业吊篮实施产权备案管理，切实落实产权单位安全生产责任；
2.进场的高处作业吊篮悬挂平台、悬挂机构应完好，钢丝绳、安全绳应符合要求，安全保险装置应齐全、灵敏、可靠，提升机、安全锁和整机标牌应齐全、完整、清晰；
3.吊篮进场后，总包单位应组织使用、安装、监理和产权单位逐台进行进场验收，检验出厂合格证、安装使用说明书、产品检验报告等资料，查看悬挂平台、悬挂机构、安全锁、限位器以及配套使用的钢丝绳、安全绳等是否符合要求；
4.安装（拆卸）前，总包、安装、使用等单位应按危大工程管理要求编制、审查、论证和审批高处作业吊篮安装（拆卸）专项施工方案，监理单位应当认真履行审查、审批职责；
5.对外承揽高处作业吊篮安装（拆卸）活动的企业，应具有模板脚手架或起重设备安装工程专业承包资质和建筑施工企业安全生产许可证；
6.安装（拆卸）前，总包和监理单位应认真核验安装（拆卸）单位和作业人员资质、资格以及人员配备情况，监督安装（拆卸）单位认真进行技术交底、安全交底，并按照方案和说明书要求组织作业。
二、强化吊篮日常使用管理
7.吊篮安装完成后，安装单位应调试、自检并向使用单位进行安全使用交底；
8.安装单位自检合格后报总包单位，由总包单位组织安装、使用、监理和产权单位进行验收，验收合格方可使用；
9.验收合格的吊篮应设置验收合格标示牌，载明安装单位、安装人员，验收单位、验收人员和验收时间等信息；
10.吊篮操作人员应经专门培训合格后方可上岗作业，使用单位应当对吊篮操作人员进行书面安全技术交底；
11.操作使用人员应严格按照安全技术交底施工作业，正确穿戴使用五点式安全带；
12.吊篮作业应避免多层或立体交叉作业，吊篮下方坠落半径内，应设安全隔离区、拉警戒线；
13.严禁将吊篮作为垂直运输工具，吊篮内人员严禁超过2人；
14.作业人员应从地面进出吊篮，严禁从建筑物顶部、窗口（洞口）等部位进出吊篮，遇有特殊情况不能落地时，应搭设供吊篮停放的专用平台；
15.下班后，应将吊篮降至地面或专用平台，切断主电源、加锁电器柜，严防他人未经允许擅自使用。
三、加强吊篮隐患排查治理
16.应选用专业厂家制作的定型产品，拼装时应为同一生产厂家、同一批次产品，不得私自改装、混装使用，复工及移位必须重新组织验收；
17.总包单位对吊篮安全使用负总责，总包、使用、产权和安装等单位，应通过合同（协议）约定吊篮的日常维护保养责任，监理单位应监督检查履约情况；
18.每班作业前，使用操作人员应对吊篮的安全可靠性进行检查，确保吊篮使用安全。
