山东省住房和城乡建设厅关于学习借鉴威海市扩面调整新建住宅工程质量保修期做法的通知

今年以来，省住房城乡建设厅聚焦群众急难愁盼，印发《关于明确房地产开发项目住房城乡建设领域建设条件的通知》《关于调整新建住宅工程质量保修期的指导意见》，通过落实住房城乡建设领域建设条件等方式，结合当前建造技术、施工工艺和材料性能发展实际，对住宅工程质量保修最低期限作出延长调整，有效解决住宅质量保修问题。
相关文件印发后，各市认真贯彻落实，推动延长保修期制度在项目落地。威海市结合“精致城市•幸福威海”建设要求，立足实际，以增进民生福祉、提升住宅品质作为出发点和落脚点，在省调整意见的基础上，增加新建住宅工程质量保修期适用范围、调整内容、最低保修年限要求，明确提升设计水平、完善保障体系、推进质量标准化、绿色低碳发展、提升物业服务五项重点任务。现将威海市有关做法转发你们，请认真学习借鉴，结合本地实际进一步完善制度，加快推动政策落实。

创新扩面调整新建住宅延长质量保修期
近年来，威海市住房和城乡建设局牢记习近平总书记的殷切嘱托，全力推进精致城市建设，坚持以人民为中心的发展思想，紧紧锚定“走在前、开新局”的战略指引，通过聚焦住宅品质痛点、业主关注堵点和监管难点，完善工程质量保障体系，创新扩面调整新建住宅延长质量保修期，提升住宅工程品质。
一、聚焦民生，审慎研判。房屋渗漏、抹灰脱落等质量问题影响群众的正常居住生活，是群众关注热点、居民投诉焦点，适当延长住宅质量保修期恰逢其时。9月22日、10月11日，威海市先后组织“大家谈质量”活动，宣讲关于延长保修期的政策要求，对威海市在全省调整新建住宅工程质量保修期的基础上继续的创新突破征集意见建议。房地产开发、设计、施工、监理等18家企业专家，围绕延长住宅项目保修期的必要性和可行性，从技术、管理、成本等方面进行论证，提出意见建议30余条，为创新扩面调整新建住宅工程质量保修期提供坚实基础。
二、创新突破，扩面增效。坚持人民群众需要就是工作导向的理念。回应群众关切，出台《关于全面调整新建住宅工程质量保修期的实施意见》，将地下室外墙回填土、室外入口台阶、无障碍通道和散水质量保修期限由2年延长至5年；室外抹灰脱落质量保修期限由2年延长至10年；室内墙面、顶棚抹灰脱落质量保修期限由2年延长至10年，新调整的新建住宅工程质量保修期要求纳入《威海市房地产开发项目建设条件意见书》，截至10月份，威海市推动延长保修期制度在4个项目上落实，占全省落实项目的四分之一。
三、强化措施，有力保障。为强化落实企业主体责任，推动延长保修期政策真正落实落地落细，威海市坚持党建引领，成立市住房城乡建设局主要领导挂帅的工作专班，突出重点任务，推动工作落实。一是坚持精致设计，抓好设计源头，组织编制推广符合延长保修期需求的设计指南。二是突出首要责任，抓好工程质量保障体系责任链条。三是坚持高标准建设，全面推进工程质量管理标准化。四是坚持绿色低碳发展，全面推广绿色节能建筑。五是坚持精心服务，建立房屋质量、合理使用知识宣传和服务投诉快速处理机制，及时发现维修房屋存在的质量安全隐患，为延长住宅工程质量保修期提供有力保障。
