山东聊城高新区探索“一网统管”城市运行管理新模式

7月初，山东省聊城市高新区城市运行管理服务平台建设进行招投标，首期工程近日开工建设，这是高新区探索“一网统管”城市运行管理新模式的一个缩影。
汇聚一套数据，实现资源共享。按照“一数一源、多元采集、共享校核、及时更新、权威发布”要求，共享接入住房和城乡建设、交通、环保、应急等多个部门数据，建立城市管理地理信息数据库、视频数据库、行业数据库、专题数据库、业务数据库、考评数据库等，形成综合性城市管理数据库。
搭建一个平台，实现统筹协调调度。搭建城市运行管理服务平台，对内整合广告、执法、环卫、渣土、垃圾分类、垃圾处置、餐厨垃圾清运等系统，建设高度整合、资源集约、智能智慧的城市运行管理服务平台，实现对城市交通、环境指数、城市日常管理、突发事件应对、防汛管理和管线安全等的综合协调和指挥应对。
织密一张网络，推动问题“件件有回音”。按照“一级监督、一级指挥”的体制架构，精确定位每一类案件权属，将城市管理案件问题处置细化至网格，落实责任到人，形成快速反应、便捷操作、高效运行的扁平化管理模式。同时，运用互联网技术，搭建集信息采集、事件处理、城市运行监测于一体的一网统管办公平台，实现重要事件实时推送、重要案件一键督办，构建全天候、自动化、扁平化的全移动政务协同应用。
整合一张地图，让运行信息一目了然。接入供热、燃气等部门数据，绘制市政公用云图、市容环境云图、园林绿化云图等，形成一张完整详尽的城市整体信息图。通过移动采集终端、北斗定位、智能视频分析等技术手段与地理信息系统、视频图像系统、语音对讲系统相结合，把城市运行管理所需的要素，用统一的智慧化流程规范管理并自动跟踪监控。
强化一个大脑，推动城市管理科学决策。以市政设施、园林绿化、市容市貌、城市执法为重点，利用信息化技术手段，加大数据指标关联分析模型研究，实现提前预警，推进城市顽疾治理，推动城市管理工作逐步实现科学化、精细化、智慧化。
据了解，高新区城市运行管理服务平台建设分两期进行，首期主要为应用系统建设、终端系统及接口设计、运行环境建设、运行环境安全建设以及硬件利旧方案，将现运行的油烟监测系统、渣土车管理系统等系统进行整合，预计9月底初步完成，可实现平台试运行。
