济南市住房和城乡建设局 关于在建筑业企业从业人员实名制监管平台 录入人员信息的通知

各区县住建局，济南高新区管委会建设管理部、市南部山区管委会规划发展局、济南新旧动能转换起步区管委会建设管理部、莱芜高新区管委会建设管理部，各建筑业企业：
根据市常态化疫情防控和处置工作指挥部工作要求，建筑业企业从业人员为重点人群，每周应开展2次核酸检测。为准确摸清行业人员底数，落实核酸检测工作要求，确保“应检尽检”“不漏一人”，现就做好在“建筑业企业从业人员实名制监管平台”录入完善人员信息工作，通知如下：
一、平台管理要求
（一）人员信息全部录入
在济南市注册和在济南市从业的外地建筑业企业（包括施工、监理、工程造价和招标代理机构等），应于8月18日下午5时前，将企业在济南的实际用工人员信息，全部录入“建筑业企业从业人员实名制监管平台”，企业端平台信息录入操作手册详见附件1。
企业在工地工作的相关人员，应以项目为单位，将人员信息录入“建筑工地管理平台”（网址：http://124.133.227.220:2002/#/login），可不在“建筑业企业从业人员实名制监管平台”重复录入人员信息。
（二）人员数据动态更新
各建筑业企业要安排专人，根据新进人员、员工离职、长期出差等实际情况，在“建筑业企业从业人员实名制监管平台”动态增减人员数据，确保平台人员信息数据全面准确、更新及时。
二、有关工作要求
（一）严格落实企业疫情防控责任
各建筑业企业要进一步提高重视程度，按照“谁用工、谁管理、谁负责”原则，切实履行疫情防控企业主体责任，落实疫情防控措施。如因企业人员信息未录入、核酸检测工作不到位等原因造成疫情传播风险的，将严肃追究企业和相关人员法律责任。
（二）严格落实行业疫情防控责任
各区县住建部门要坚决落实市委、市政府管行业管防疫的工作要求，切实履行疫情防控行业部门责任，加强对本辖区企业的督促指导，确保企业按时将信息录入完毕。同时，要明确工作专人，将区县管理账号落实到具体责任人（区县账号分配详见附件2），充分依托“建筑业企业从业人员实名制监管平台”，做好行业人员底数摸排、核酸检测等工作，对推送的本辖区企业的应检未检人员，及时落实情况、督促补检，确保核酸检测“应检尽检”。
（三）及时报送辖区企业信息
请各区县住建部门按照附件3格式，填写本辖区建筑业企业名单汇总表，于2022年8月19日下午4时前，将附件3加盖公章后发送至邮箱sjwjzyglc@jn.shandong.cn。
