为推动商品住宅交付质量提升,切实提高群众满意度,现将省住房城乡建设厅《关于全面推行“先验房后收房”制度推动提升住宅工程交付质量的通知》(鲁建质安字〔2022〕6号)转发给你们,并提出如下落实意见,请结合《济南市新建商品住宅工程先验房后交房活动具体实施要求》一并认真贯彻执行。
一、加强宣传引导,严格监督管理
各区县住建部门要广泛宣传,让新建商品住宅全面推行“先验房后交房”制度的新政策惠及更多泉城市民。各级工程质量监督机构要做好分户验收工作的监督抽查,对分户验收结果进行不低于1%的比对性复核,发现违法违规及失信行为的,责令重新组织分户验收。
二、强化主体责任,主动配合实施
房地产开发企业对其所售住宅质量负首要责任,对落实“先验房后收房”制度承担组织、实施、验收、成果展示及维保等的全面责任。施工、监理和前期物业服务单位应积极予以配合。
三、鼓励创新创优,表扬激励先进
各区县住建部门应认真总结推广好做法、好案例,发挥示范引领作用,力争将“先验房后收房”制度打造成为提升住宅工程质量的典范品牌。对积极组织、措施得力、反馈问题较少、整改及时、整体满意度较高的项目,可给予相应的建设、施工、监理单位通报表扬,并优先推荐评奖评优。
