Article 8 Every party member, regardless of his or her position, must be incorporated into a branch, group, or other specific organization of the party, participate in the party's organizational life, and accept the supervision of the masses inside and outside the party. Article 9 Party members have the freedom to quit the party. Party members who wish to withdraw from the party should announce their expulsion after discussion at the branch meeting, and report to the higher-level party organization for the record.
If a party member lacks revolutionary will, does not fulfill the obligations of a party member, and does not meet the qualifications for a party member, the party branch should educate him and require him to make corrections within a time limit; if there is no change after education, he should be persuaded to quit the party. Persuading a party member to withdraw from the party should be discussed and decided at the branch meeting, and reported to the higher-level party organization for approval. If a party member does not participate in the party's organizational life for six consecutive months, or fails to pay party dues, or does not do the work assigned by the party for six consecutive months, he is considered to have left the party on his own initiative. Chapter II The Party's Organizational System

Article 11 The selection of representatives and committees of the party's congresses at all levels must reflect the will of the electors. Elections are by secret ballot. The list of candidates should be fully deliberated and discussed by the party organization and electors. Formal elections can be conducted directly by means of competitive elections in which the number of candidates is greater than the number of candidates. It is also possible to use the differential election method to conduct preliminary elections, generate a list of candidates, and then conduct formal elections. Electors have the right to know the situation of the candidates, request to change the candidates, not to elect any one candidate, and to choose others. No organization or individual may in any way force voters to elect or not elect a certain person.
If the elections of local party congresses at all levels and grassroots congresses violate the party constitution, the party committee at the next higher level shall, after investigation and verification, make a decision that the election is invalid and take corresponding measures, and report to the party at the next higher level. Delegates to the party's congresses at all levels implement a term system.
Article 12 The Party Central Committee and local committees at all levels shall convene representative meetings when necessary to discuss and decide major issues that need to be resolved in a timely manner. The number of delegates and the method of selection shall be determined by the committee that convenes the conference.
Article 13 Any establishment of a new party organization or the dismantling of an original party organization must be decided by the party organization at a higher level.
When the Party's local congresses at all levels and grassroots congresses are not in session, the higher-level party organization may transfer or appoint the person in charge of the lower-level party organization when it deems it necessary.
The Party Central Committee and local committees at various levels may send representative organs.
The Party Central Committee and committees of provinces, autonomous regions, and municipalities directly under the Central Government implement a patrol system.
Article 14 When leading organs of the Party at all levels make decisions on important issues related to lower-level organizations, under normal circumstances, they must solicit the opinions of lower-level organizations. It is necessary to ensure that subordinate organizations can normally exercise their functions and powers. For issues that should be dealt with by lower-level organizations, unless there are special circumstances, the higher-level leading organs should not intervene.
Article 15 Regarding major national policy issues, only the Party Central Committee has the right to make decisions. Party organizations in various departments and localities may make suggestions to the Central Committee, but they are not allowed to make decisions or express opinions to the outside world without authorization.
The lower-level party organizations must resolutely implement the decisions of the higher-level organizations. If the lower-level organization thinks that the decision of the higher-level organization does not conform to the actual situation of the region or department, it can request to change it; Organize reports.
The newspapers and other propaganda tools of Party organizations at all levels must publicize the Party's line, principles, policies and resolutions.
Article 16 Party organizations must implement the principle of the minority obeying the majority when discussing and deciding issues. To decide on important issues, a vote is required. Dissenting opinions from a minority should be seriously considered. If there is a dispute on an important issue, and the number of the two parties is close to each other, except that in an emergency, the majority opinion must be followed, the decision should be postponed, further investigation and research, exchange of opinions, and voting next time; in special cases, the dispute can also be Report to the higher organization and request a ruling.
Individual party members express important opinions on behalf of the party organization. If they exceed the scope of the party organization's decision, they must submit them to the party organization they belong to for discussion and decision, or ask the higher-level party organization for instructions. No party member, regardless of their position, can make individual decisions on major issues; in case of an emergency, when a decision must be made by an individual, it must be reported to the party organization immediately afterwards. No leader is allowed to exercise personal arbitrariness and put the individual above the organization.
Article 17 The Party's central, local, and grassroots organizations must all attach importance to Party building, regularly discuss and inspect the Party's propaganda work, education work, organizational work, discipline inspection work, mass work, and united front work, and pay attention to the study of Party internal and external ideological and political conditions.
Chapter III Party Central Organization
Article 18 The National Congress of the Party is held every five years and is convened by the Central Committee. The National Congress may be held earlier if the Central Committee deems it necessary, or if more than one-third of provincial-level organizations request it; unless there are extraordinary circumstances, it shall not be postponed.
The number of delegates to the National Congress and the method of election shall be determined by the Central Committee.
Article 19 The functions and powers of the National Congress of the Party are:

(2) Hearing and reviewing the reports of the Central Commission for Discipline Inspection;
(3) Discuss and decide on major issues of the party;

Article 22 The Political Bureau of the Party Central Committee, the Standing Committee of the Political Bureau of the Central Committee and the General Secretary of the Central Committee are elected by the plenary session of the Central Committee. Article 23 The Party organizations of the Chinese People's Liberation Army conduct their work in accordance with the instructions of the Central Committee. Chapter Four Local Party Organizations

Article 28 The Party's regional committees and organizations equivalent to regional committees are representative organs dispatched by the Party's provincial and autonomous region committees within several counties, autonomous counties, and cities. Chapter VII Party Discipline
Article 37 Party discipline is the code of conduct that Party organizations at all levels and all Party members must abide by, and it is the guarantee for maintaining Party unity and fulfilling Party tasks. Party organizations must strictly enforce and maintain party discipline, and Communist Party members must consciously accept the constraints of party discipline.
Article 38 Party organizations should, in the spirit of learning from past mistakes to avoid future ones and curing illnesses to save the patient, punish Party members who violate Party discipline, criticize and educate them, and take disciplinary sanctions according to the nature of the mistake and the seriousness of the circumstances.
Party members who seriously violate the criminal law must be expelled from the party.
It is strictly forbidden within the party to treat party members with means that violate the party constitution and state laws, and strictly prohibits retaliation and false accusations. Organizations or individuals who violate these regulations must be prosecuted by party discipline and national laws.
Article 39 There are five types of party disciplinary actions: warnings, serious warnings, removal from party positions, party probation, and expulsion from the party.
Party probation shall not exceed two years at most. Party members do not have the right to vote, vote or be elected during the period of party probation. If a party member has indeed corrected his mistakes after staying in the party for probation, his party membership rights shall be restored; if he persists in not correcting his mistakes, he shall be expelled from the party.
Expulsion from the party is the highest punishment within the party. When deciding or approving the expulsion of Party members, Party organizations at all levels should thoroughly study relevant materials and opinions and adopt a very cautious attitude.
Article 40 Disciplinary sanctions against party members must be discussed and decided by the branch meeting and reported to the party's grassroots committee for approval; if the issues involved are relatively important or complicated, or the party members are expelled from the party, they should be reported to the county level according to different situations Or the party's discipline inspection committee at or above the county level for review and approval. Under special circumstances, Party committees and discipline inspection committees at the county level and above have the right to directly decide to impose disciplinary sanctions on Party members.
The sanction of dismissal from internal Party positions, probation or expulsion from the Party to members and alternate members of the Party Central Committee and local committees at all levels must be decided by a two-thirds majority of the plenary session of the committee to which he is a member. Article 41 When a party organization makes a decision to sanction a party member, it should seek truth from facts and find out the facts. The factual materials on which the disciplinary decision is based and the disciplinary decision must meet with the person to hear the person's explanation and defense. If I am not satisfied with the sanction decision, I can file a complaint, and the relevant party organization must handle it or pass it on quickly, and must not withhold it. Article 42: If a party organization fails to maintain party discipline, it must be held accountable.
For party organizations that have seriously violated party discipline and cannot be corrected, the party committee at the next higher level shall make a decision to reorganize or disband according to the seriousness of the circumstances after investigation and verification, and report to the party at the next higher level. The committee reviews and approves it, and formally announces its implementation.
Chapter VIII Party Disciplinary Inspection Organs
Article 43 The Party's Central Commission for Discipline Inspection conducts its work under the leadership of the Party's Central Committee. The Party's local discipline inspection committees at all levels and grassroots discipline inspection committees work under the dual leadership of the Party committees at the same level and the higher-level discipline inspection committees.
