Article 1. Chinese workers, peasants, soldiers, intellectuals and advanced elements of other social strata who have reached the age of 18 accept the Party's program and regulations, and are willing to join an organization of the Party and actively work in it, and implement the Party's resolutions and regulations. Those who pay party dues on time can apply to join the Chinese Communist Party.
Article 2 Members of the Communist Party of China are the vanguard fighters of the Chinese working class who have communist consciousness. Members of the Communist Party of China must serve the people wholeheartedly, at the expense of everything personal, and strive for life for the realization of communism. CPC members are always ordinary members of the working people. Except for personal interests and job duties within the scope of laws and policies, all Communist Party members are not allowed to seek any self-interest and privileges.
Article 3 Party members must fulfill the following obligations: (1) Seriously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents", study the party's line, principles, policies and resolutions, study the basic knowledge of the party, study Scientific, cultural and business knowledge, and strive to improve the ability to serve the people. (2) Implement the party's basic line and various principles and policies, take the lead in participating in reform, opening up and socialist modernization, drive the masses to work hard for economic development and social progress, and set an example in production, work, study and social life effect. (3) Putting the interests of the party and the people above all else, subordinating individual interests to the interests of the party and the people, putting hardship before enjoyment, being self-serving and devoted to public service, and making more contributions. (4) Consciously abide by the party's discipline, modelly abide by the laws and regulations of the state, strictly guard the secrets of the party and the state, implement the party's decisions, obey the organization's distribution, and actively complete the party's tasks. (5) Maintain the unity and unity of the party, be loyal and honest to the party, match words with deeds, resolutely oppose all factional organizations and small group activities, oppose double-faced behavior and all conspiracies and tricks. (6) Effectively carry out criticism and self-criticism, dare to expose and correct shortcomings and mistakes in the work, and resolutely fight against negative corruption. (7) Keep close contact with the masses, publicize the party's views to the masses, discuss with the masses in case of problems, promptly reflect the opinions and demands of the masses to the party, and safeguard the legitimate interests of the masses. (8) Carry forward the new trend of socialism, advocate communist morality, in order to protect the interests of the country and the people, stand up in all difficult and dangerous moments, fight bravely, and not be afraid of sacrifice.
Article 4 Party members enjoy the following rights: (1) Participate in relevant party meetings, read relevant party documents, and receive party education and training. (2) Participate in discussions on Party policy issues at Party meetings and in Party newspapers and periodicals. (3) Putting forward suggestions and suggestions on the work of the party. (4) Criticize any party organization and any party member on a basis at the party meeting, expose and report to the party the fact that any party organization or any party member violates the law and discipline, demand punishment for party members who violate the law and discipline, demand removal or Replace incompetent cadres. (5) To exercise the right to vote, to vote, and to be elected. (6) When the party organization discusses and decides on the party discipline punishment or identification of party members, I have the right to participate and defend, and other party members can testify and defend for him. (7) If you have different opinions on the party's resolutions and policies, you can declare your reservations on the premise of resolute implementation, and you can submit your opinions to the party's higher-level organizations and even the central government. (8) To submit requests, complaints and accusations to the higher level organizations of the Party up to the Central Committee, and ask the relevant organizations to give responsible replies. No party organization at any level up to the central government has the right to deprive party members of the above-mentioned rights.
Article 5 To recruit party members, one must go through the party branch and adhere to the principle of individual recruitment. Those who apply to join the party must fill in the application form for joining the party, and must have two official party members as introducers. They must pass the branch meeting and the approval of the higher-level party organization, and pass the preparatory period of inspection before they can become an official party member. The introducer should carefully understand the applicant's thoughts, qualities, experience and work performance, explain to him the party's program and the party's constitution, explain the conditions, obligations and rights of party members, and make a responsible report to the party organization. Party branch committees should pay attention to soliciting the opinions of relevant people inside and outside the party who apply to join the party, conduct a strict review, and submit it to the branch meeting for discussion if they are deemed qualified. Before approving the applicant to join the party, the party organization at a higher level must send someone to talk to him to learn more about the party and help him improve his understanding of the party. Under special circumstances, the party's central committee and committees of provinces, autonomous regions, and municipalities directly under the Central Government may directly accept party members.
Article 6 Probationary party members must face the party flag and take an oath to join the party. The oath is as follows: I voluntarily join the Communist Party of China, support the party's program, abide by the party's charter, fulfill the party's obligations, implement the party's decisions, strictly observe the party's discipline, keep the party's secrets, be loyal to the party, work actively, and strive for communism for life , ready to sacrifice everything for the party and the people, and never betray the party.
Article 7 The preparatory period for probationary party members is one year. The party organization should carefully educate and examine the probationary party members. Probationary members have the same obligations as regular party members. Probationary party members have the same rights as regular party members, except that they do not have the right to vote, vote and be elected. When a probationary party member's preparatory period expires, the party branch should promptly discuss whether he can be converted into a full-fledged party member. Seriously fulfill the obligations of party members and meet the qualifications of party members, they should be converted to official party members on schedule; those who need to continue inspection and education can extend the probationary period, but not more than one year; those who do not fulfill the obligations of party members and do not meet the conditions of party members should be disqualified as probationary party members . The transfer of probationary party members to full-fledged party members, or the extension of the probationary period, or the disqualification of probationary party members shall be discussed and approved by the branch meeting and approved by the higher-level party organization. The probationary period of a probationary party member shall be counted from the day when the branch meeting approves him as a probationary party member. The party age of a party member is calculated from the day when the probationary period expires and becomes a formal party member.
Article 8 Every party member, regardless of his position, must be incorporated into a branch, group or other specific organization of the party, participate in the party's organizational life, and accept the supervision of the masses inside and outside the party. Party members and leading cadres must also participate in the democratic life meetings of party committees and party groups. Any special party members who do not participate in the party's organizational life and do not accept the supervision of the masses inside and outside the party are not allowed.
Article 9 Party members have the freedom to quit the party. Party members who wish to withdraw from the party should announce their expulsion after discussion at the branch meeting, and report to the higher-level party organization for the record. If a party member lacks revolutionary will, does not fulfill the obligations of a party member, and does not meet the qualifications for a party member, the party branch should educate him and require him to make corrections within a time limit; if there is no change after education, he should be persuaded to quit the party. Persuading a party member to withdraw from the party should be discussed and decided at the branch meeting, and reported to the higher-level party organization for approval. If a party member who has been persuaded to quit the party insists on not quitting, he should submit it to the branch meeting for discussion, decide to remove him, and report to the higher-level party organization for approval. If a party member does not participate in the party's organizational life for six consecutive months, or does not pay party dues, or does not do the work assigned by the party without a valid reason, he is considered to have left the party voluntarily. The branch meeting should decide to remove such party members and report to the higher party organization for approval.
